    On 1 June the provisions contained in Law 15/2014, of 16 September, on the streamlining of the Public Sector and other administrative reform measures, to create a Single Bulletin Board through the “Official State Gazette”.

    From this date on, notification announcements published by any Public Administration where the parties interested in a procedure are unknown, the place or means of notification is unknown or the notification was attempted but was not possible, must be obligatorily published in the BOE. Prior to this and on an optional basis, the Administrations may publish an announcement in the official gazette of the autonomous community of the province.

    This regulation applies to any Administration with the competency to place the notification, the area or the type of administrative procedure in question including those that have their own specific regulations.

    In all cases, the publication of notification announcements in the BOE is free.

    The regulation of the Single Bulletin Board of the Official State Gazette is contained in Royal Decree 181/2008 and some of the main aspects are the following:

    • Creation of a specific notifications Supplement, the most relevant characteristic of which is that once three months have passed from publication, notification announcements are only accessible using the unique and non-formulaic verification code (CVE).
    • Development of the provisions of Law 15/2014, establishing that the AEBOE will make available to different Public Administrations an automated system for the correct electronic referral and management for the publication of the notification announcements in the Official State Gazette.

    The AEBOE has a specific Bulletin Board mailbox so that Administrations can send on their doubts and suggestions.

  • Integrated Bulletin Board System: SITE (as per the Spanish acronym)

    In accordance with the provisions of Law 15/2014, the AEBOE makes available to the Public Administration a system that allows for the integrated management of the procedure for publication in the BOE of its notification announcements.

    SITE provides the Administrations with two forms of access:

    • Management portal, through which the bodies can manage their users, send notification announcements for publication (completing a form or sending a file in XML format), consult the status of announcements and access publication data, including the CVE, with no time limit.
    • Web services interface, which allows for the integration of the IT systems with the bodies issuing notifications to complete the sending automatically, the update of the stat and consultation of said notifications.

    Submission of announcements

    The submission of notification announcements to be published in the BOE can be made:

    • Through the SITE Portal, the issuing user must first be registered in the system with authorisation to sign and submit notification announcements in their area and can make the submission in two different ways:
      1. By completing a form for each announcement to be published. This is the most suitable way for units that publish a number of small announces. The form is a template that is completed through the AEBOE website for authorised users, completing a number of information fields (such as date, issuing body) and has a basic text editor, in which texts can be pasted or entered directly.
      2. Issuing an XML file, with the format published in documentation which includes the announcements to be sent. This formula is advisable where a number of announcements are issued by a certain entity and it still does not have, on the part of the issuer, capacity to implement a web service.

      In both cases, the issue will require an electronic service with a recognised natural person or public employee certificate. The AEBOE will issue information on the announcements, once published, to the user email address from which they are sent.

    • Through the web services interface. In this case, the issuer must complete the necessary development to integrate their systems with the web services offered by SITE

      Those bodies who wish to be integrated through web services can request the registration in the test environment by contacting the Bulletin Board and providing the following information:

      1. Signature certificate. Public key certificate with electronic seal owned by the Public Administration, body or public law body which is to send notifications. The electronic certificates used to be integrated with the web services interface of the SITE must be found contained in the website of the trusted qualified Electronic Service Providers, identified as “Certified qualified with the Electronic seal of the Public Administration” within “Services for the issuing of electronic certificates qualified by the Public Administrations” in accordance with the eIDAS Regulation which entered into force on 1 July 2016.

        Nevertheless, they will continue admitting the electronic seal certificates in accordance with Law 11/2007, while their period of validity.

        In any case, the certificate is provided in PEM format. The web service will not accept the issue of other certificates not communicated.

      2. Area of publication. DIR3 code or codes from which the publications are to be carried out. The web service will reject those announcements that do not correspond to this previously defined area.

    Registry of users

    SITE admits different user profiles:

    • Administrator users: Can register all other users with any profile (including new administrators) to act in the DIR3 areas defined at the time of registration.
    • Issuing users: They can sign and send notification announcements issued by bodies and units defined in when registered. They can also cancel the communications sent provided that the cancellation is made within the term defined via the Resolution of the AEBOE.
    • Users with authorisation to consult: Can follow the publication procedure and access notification announcements once they are published, corresponding to the DIR3 area defined for them at the time of registering.

    All users must have a recognised natural person or public employee electronic certificate.

    The SITE user managers allow every Administration, body or entity to implement levels of decentralisation in the authorisations to access the system they consider ideal, configuring the number of administrators and activations for each consultation and the signing/sending required at each time, adapted to their organisational structure.

    For inclusion on the SITE Registry, each Administration and entity must inform AEBOE AEBOE of the name of one or several initial administrators who will register the rest of the users. The Subsecretaries in theGeneral State Administration,The members of the Council of the Presidency in the Autonomous Communities Or the Presidents/Directors of public law bodies, regardless of their functional independence or special autonomy, shall be responsible for designating the people who will act as initial administrators and the communication of the successive changes that may arise.

    In the case of local bodies, the Local Authority civil servants with national authorisation who provide services in the body will be considered the initial administrators, and it is not necessary therefore to communicate same to the AEBOE, unless these terms are not found to be definitive, to provide services in more than one corporation or where it is an entity that does not have any aforementioned civil servants. Where communication is necessary, it shall be subscribed by the Mayor or the President of the corporation.

    The initial administrators may register other administrators and users for the areas of DIR3 defined at the time of registration.

  • What notification announcements does it apply to?

    It applies to all notification announcements that the Public Administrations must publish where the parties interested in a procedure are unknown, the place or means of notification is ignored or the notification was attempted but was not possible.

    The publication of the BOE must be made in all cases regardless of which Administration processes it or the type of procedure from which the notification announcements arise, including those with a specific regulation.

    Nevertheless, previously, and on an optional basis, the Administration who so decide, may publish the announcement in territorial bulletins or in the single bulletin board of the Local Authority of the interested party or the Consulate or Consular Section of the corresponding Embassy.

  • What content should notification announcements have?

    Where the notification using announcements may constitute an injury to rights or legitimate interests, the text of the announcement must be issued as an extract. The extract contains a rough indication of the content of the act and the place where the interested parties may appear, in the term established, for knowledge of the entire content of the act and a record of such knowledge. In specific sectoral area such as taxation, the applicable regulation strictly establishes the publication in extract form and the content of same.

    The text of the notification announcements will be sent in Spanish. Nevertheless, the Administrations may issue a version of the text in a co-official language for publication alongside the version in Spanish. This option is available for sending via the web service and via the XML form or file.

    The metadata relating to the announcement which must be incorporate into the form and the xml shall be completed in Spanish to guarantee the correct recovery of the information in the AEBOE databases.

  • What recommendations must be considered when drafting a notification announcements?

    The Single Bulleting Board exclusively publishes the notification announcements that the Public Administrations must publish where the parties interested in a procedure are unknown, the place or means of notification is ignored or the notification was attempted but was not possible.

    Recommendations relating to the title of the announcement

    • The title of the announcement is constructed semi-automatically by the application: "Notification announcement (date) in procedures". The user shall only specify the information relating to the procedure or procedures in the area of which the notification is provided, for example: "sanction", "relating to", "file number” etc. This information on the procedure, which allows some announcements to be distinguished from others, facilitating their recovery in a data base, should be drafted in Spanish.
    • Ensure that you do not repeat the words "announcement", "notification", "procedure".
    • The designation of the body that issues the announcement, given that it appears in the header of the publication, except where it does not coincide with that selected as the single issuer.
    • Do not capitalise words other than where grammatically required.

    Recommendations relating to the text of the announcement

    • The text to be published should expressly refer to the provision endorsing publication on the Single Bulletin Board (Article 44 of Law 39/2015, of 1 October, on the Common Administrative Procedure for the Public Administration, Article 112 of Law 58/2003, of 17 December, on General Taxation, or equivalent provision) and the concurrent fact (interested parties unknown, place or means of notification unknown, unsuccessful attempt at notification); e.g. “In accordance with Article... Having attempted, unsuccessfully to notify personally...".
    • Do not include paragraphs of text in table format.
    • When there are more than 5 parties notified, use a table to present the list of parties notified.
    • Do not use any separation characters (full stops, spaces, dashes, etc.) in the NIF (National Identification Numbers) of the notified parties
    • The text must be drafted and published in Spanish, while it is possible to attach a version in a co-official language using the section specifically provided for same. In the co-official version an initial paragraph with the title of the announcement and another final one with the footer signature may be included.

    Recommendations relating to footer signatures

    • The footer is built by the application based on the data included by the user in this field. Therefore, to ensure the footer signature is not duplicated, make sure that you have not copied the same data in the announcement text.
    • In the office field, indicate the competent authority signing the announcement and the name and surnames. For example: "Mayor, Juan García García". If the signature is by substitution (P.S.) or by delegation (PP) this must be expressly stated. For example "The Mayor, pp. (Resolution of 7 June 2015), the Councillor for Finance, Pedro González González".
    • If you have included an annex, this shall be published after the footer signature, therefore the annex should not contain references to the place, date or signatory office

    Please revise the announcement before sending it to avoid erroneous characters and confusing data.

    If, once the announcement is published, you realise the content sent was erroneous, you must send a new announcements of correction of errors. You can indicate in the title that it is a correction of errors. For example: ""Notification announcement of 7 July 2015 on the sanction procedure. Correction of errors".

    • In the correction, reference should always be made to the original publication containing the error, indicating at "Correction of errors in the notification announcement of ...., published in BOE no....of..., with ID number ... the following correction is made".
    • The content of the rectification is then specified For example: "On page... where it reads... It should read..."

  • When will by notification announcements be published?

    The “Official State Gazette is published every day of the year except Sundays.

    Notification announcements will be published within the three working days following receipt, except in cases where it is technically impossible, another publication time is requested by the issuing body or the notification announcement needs to be remedied.

    To these effects, notification announcements received after 12:00 on Fridays and received on Saturdays shall be considered received at 8:00 on the first working day of the following week.

    Announcements received on holidays, and on 24 and 31 December shall be considered received at 8:00 on the following working day. If that day is a Saturday they shall be considered received on the first working day of the following week.

    In accordance with the provisions in the tax legislation that will enter into force on 1 June 2015, the publication of notification announcements relating to taxation will be made on Mondays, Wednesdays and Fridays.

  • Who can send notification announcements for publication?

    In accordance with the decision of each Administration, body or entity, the announcements can be sent by the same units who have dictated them (issuing units) or can be deferred and submitted by the units of each Administration assigned this competency or authorised to do so.

    In general, the issuing units and the submitting units (where they are not the same unit) must be registered on DIR3.

  • What is the link between DIR3 and SITE?

    DIR3 (Common Directory of Organic Units and Offices) is an application of the State Secretary for Public Administration, which provides the Administration with a shared unified directory of the organic units and offices that exist at that time. Each Administration is responsible for updating their data in this directory directly.

    To issue notification announcements through SITE, all the units involved in the publication process (both issuers of notification announcements and the submitting units, where they are not the same, and the units required to consult the announcements, once published) must first be registered in the DIR3 and, therefore, have assigned a code in said directory.

    The Administrations and entities that use SITE are obliged to ensure that the catalogue of administrative units involved in the publication procedure is up date at all times.

  • How does the SITE application manage the INACTIVE units on DIR3?

    The SITE application has a feature for managing units that become inactive on DIR3 as a result of administrative reorganisation processes. The changes are the following:

    • INACTIVE units will be available for consulting announcements and users indefinitely provided that they have an associated user or announcement.
    • INACTIVE units will be available for user registration indefinitely provided they have an associated user or announcement.
    • INACTIVE units will be available for registration of announcements for a period of THREE months after they become INACTIVE.

    In the SITE application, INACTIVE units will be identified in the following manner:

    • "My profile": users may see the directives associated with units that are no longer active in red and with the label “(INACTIVE)” The administrator of each user must modify the directives if necessary.
    • "See users” the directives associated with inactive units appear marked in red with the label “(INACTIVE)”.
    • "Registration of users": in the drop down tree to select the area of the new directive, INACTIVE units appear in in red with the label “(INACTIVE)”
    • "Registration of announcement with form": in the drop down tree to select the area of the new announcement, INACTIVE units appear in in red with the label “(INACTIVE)”

  • How should users identify themselves in the SITE portal?

    Users (both administrators and others) need an electronic certificate recognised by a natural person or public employees. The electronic certificates used for identification in the SITE management portal must be included on the website of the Electronic Signature Certification Service Providers

    It will also be necessary for the user to be registered previously by a SITE administrator.

  • Who are the initial administrator users of SITE?

    They are users who have the capacity to register other users with any profile (administrator, issuer and consultant) and also hold the permissions associated with the other profiles.

    No special technical qualification or specific administrative grade is required to be an administrator. An administrator needs only to be registered as such.

  • Who are the initial administrator users of SITE?

    The initial administrator users are the first people to hold SITE administrator status in an Administration or entity. Their identity must be communicated to the AEBOE, in order to register them on SITE. It is the responsibility of the Subsecretaries of the General State Administration, members of the Council of the Presidency in the ambit of the Autonomous Communities And Presidents/Directors of public law bodies with functional independence or special autonomy to designate the people who will act as initial administrators and the communication of the successive changes that may arise.

    Local administration civils servants with national authorisation automatically have the status of initial administrator users of the corporation in which the provide services. Consequently, in general the Local Administrations do not need to submit any notification of identification of initial administrators to the AEBOE, except where those authorised do not hold permanent positions, provide services in more than one corporation or where the entity lacks any such civil servants. In these cases, the communication should be made by the Mayor/President.

    Other Administrations must communicate to the AEBOE the persons who have the status of initial administrators, up to a maximum number of five.

  • How do initial administrator users of SITE register?

    The initial administrators of the Local Entities are the civil servants of the Local Administration with national authorisation, who can self-register through SITE. Nevertheless, in the event that the places corresponding to these civil servants are occupied on a permanent basis, provide service in more than on corporation or they are entities with this type of personnel, it will be necessary for the Mayor or President to make a prior communication to AEBOE.

    The initial administrators of all other Administrations shall be registered by the administrator of the AEBOE, once this is communicated by the competent authority to the designated persons. An email will then be sent informing them that they can access the Portal to proceed with the registration of other users.

  • How can administrator users register other users?

    The initial administrator users of each Administration can register the users they consider necessary, identifying the role of user (administration, sending, consulting) and defining the scope of their competence (DIR3 environment), with the level of decentralisation deemed suitable (for the entire department or for one or several management centres or lower-level units).

    Newly registered users will receive an email with information on their profile and the administrator who has registered them in the SITE portal.

  • How can administrator users transfer users between issuing units?

    The SITE application offers administrator users the option of completing a partial or full transfer of users between issuing units for which they have administration authorisations. To do so, the administrator must indicate the issuing unit of origin (unit to which the users who wish to be transferred belong and the destination unit (unit to which they wish to transfer the users). The transferred user shall retain their authorisations for the unit of origin and will also have the same authorisations for the destination unit.

    It should be taken into account that this operation will only transfer the users corresponding to the selected issuer and the unit of origin, but not the users who may exist in the dependent bodies of same. For the latter, if necessary, the administrator should complete a new transfer for each issuing unit.

    This functionality can be useful, for example, in cases of administrative reorganisation.

    Registered users have access to the SITE portal test environment so that they can familiarise themselves with the process of publishing notification announcements (both for sending and for consulting).   • What is the ideal number of users in each unit?

    Each unit can decide the number of users that should be registered, taking into account the volume of notification announcements they have to manage and the availability of those users at the times when it is necessary to send announcements.

  • When is it appropriate to send the notification announcements via the Web Services interface?

    This method is most advisable for all units that publish a significant number of notification announcements and, moreover, have the technical capacity to integrate using web services.

    This option has the advantage of allowing for the receipt, also through web services, of information relating to the publication of the notification announcements so that it can be integrated into the information systems of the issuing body.

    Once the notification announcements have been published in the daily gazette, the AEBOE will send each one of the issuing entities the information associated with the announcements that have been published, focussing on the web service for publication control of the submitting body, provided that it has identified the web service in the XML for sending notifications for publication.

    AEBOE also offers a web consultation service that can be invoked by each issuing body to obtain information relating to the announcements.

  • Is it essential for an issuing entity to implement the Publication Control web service?

    No. Entities submitting notification announcements through the web service can obtain information on the publication of their announcements in two different ways:

    1. Consultation operation on the Send and Consult web service. The submitting body can invoke this operation to recover, among other data, information relating to the publication for those announcements that have not been published. The submitting body must configure the system in order to invoke this operation periodically. The BOE is published every day before 8:00. With this option, the submitting body does not have to offer any web service.
    2. Publication Control Web Service. In this case, the submitting body will have to offer a web service in line with AEBOE specifications. This service will be invoked by SITE after the daily publication of the BOE to inform the submitting body of the announcements published in this edition of the BOE. It informs only of the announcements that have been published, therefore the new status of these announcements will always be PUBLISHED.

    Each submitting body can choose the manner that best adapted to their own conditions.

  • Can the notification announcements submitted through the Web Services interface be consulted on the SITE porta.

    Yes. It is helpful therefore that, even if a unit is to issue notification announcements via the Web Service interface, it also has users registered on the Portal with at least the consultation profile.

  • Is there a tool that helps generate the XML files to be submitted to SITE.

    The development of software to assist with the massive generation of XML format files has not been considered.

  • Is there a possibility of an integration between an application of the submitting body and SITE?

    Yes, provided that the issuing application has the capacity to generate the XML format of the Single Bulletin Board Integrated System and integrating it with the corresponding Web Service.

  • Can notification announcements relating to road traffic sanction procedures continue to be sent through TESTRA.

    In the case of road traffic sanction procedures, those units who are part of the TESTRA system can continue to submit notification announcements relating to these procedure through the DGT, who will then assume responsibility for sending them to the AEBOE. This way, new IT developments for these notification announcements can be avoided.

    It must be pointed out that in the case of submitting the notification announcements via TESTRA, the issuing body may consult the announcements by accessing the SITE portal on the AEBOE website. To do so they must have a username registered on SITE with authorisation to consult the same DIR3 scope as TESTRA used to publish the announcement. For example, the notification announcements of a Local Authority are published by TESTRA in the DIR3 environment corresponding to the same Local Authority, therefore the users must have permission to consult the full Local Authority environment.

  • Novedades SITE

    • 10/12/2018.- Actualización de aviso sobre datos personales en anuncios de notificación.

      El 7 de diciembre de 2018 se ha producido la entrada en vigor de la nueva Ley Orgánica 3/2018, de 5 de diciembre, de Protección de Datos Personales y Garantía de los Derechos Digitales.

      Entre otros contenidos, esta norma regula la forma en que deben identificarse los interesados en los anuncios de notificación que se publican en el Tablón Edictal Único del BOE:

      • esta identificación se realizará exclusivamente mediante el número completo de su documento nacional de identidad, número de identidad de extranjero, pasaporte o documento equivalente.
      • cuando el afectado careciera de cualquiera de los documentos mencionados, se identificará al afectado únicamente mediante su nombre y apellidos.
      • en ningún caso debe publicarse el nombre y apellidos de manera conjunta con el número completo del documento

      Dado el carácter automatizado del sistema de remisión y gestión telemática de los anuncios de notificación, se recuerda que las unidades remisoras son responsables del contenido del anuncio a publicar, por lo que deben garantizar que su redacción responde a lo dispuesto por la nueva ley.

    • 14/11/2018.- Aviso sobre datos personales en anuncios de notificación.

      En el marco de la adaptación de la normativa española al nuevo Reglamento europeo de Protección de Datos, las Cortes Generales están a punto de aprobar la Ley Orgánica de Protección de Datos Personales y Garantía de los Derechos Digitales.

      Entre otras novedades, esta norma establece en la disposición adicional séptima, cómo debe identificarse a los interesados en las notificaciones por medio de anuncios, particularmente en los supuestos a los que se refiere el artículo 44 de la Ley 39/2015, de 1 de octubre, del Procedimiento Administrativo Común de las Administraciones Públicas:

      • Se identificará al afectado exclusivamente mediante el número completo de su documento nacional de identidad, número de identidad de extranjero, pasaporte o documento equivalente.
      • Cuando el afectado careciera de cualquiera de los documentos mencionados en los dos párrafos anteriores, se identificará al afectado únicamente mediante su nombre y apellidos.
      • En ningún caso debe publicarse el nombre y apellidos de manera conjunta con el número completo del documento nacional de identidad, número de identidad de extranjero, pasaporte o documento equivalente.

      Dada la trascendencia de esta previsión para las publicaciones en el Tablón Edictal Único del BOE, se ruega que las unidades remisoras tengan presente que será necesario cumplir con esta nueva regulación a partir del día siguiente al de su publicación en el BOE

    • 30/05/2017.- El portal SITE se ha integrado con la aplicación Autofirma para posibilitar la firma de anuncios en aquellos navegadores en los que no está soportado Java.

      Autofirma es una aplicación que debe estar instalada en su sistema. Puede descargarla accediendo a la dirección http://firmaelectronica.gob.es/Home/Ciudadanos/Aplicaciones-Firma.html. Consulte con su departamento de informática.

    • 05/04/2017.- Disponible para los usuarios de servicio web una nueva opción de consulta para poder obtener los anuncios con un determinado identificador de remitente. Más información en la documentación del servicio web de gestión de anuncios.
    • 02/12/2016.- Revise el contenido de sus anuncios de notificación para verificar que las referencias a la Ley 30/1992 se han sustituido por las correspondientes a la nueva Ley 39/2015, de 1 de octubre, del Procedimiento Administrativo Común de las Administraciones Públicas.
    • 10/08/2016.- Disponible para usuarios administradores la opción de traspaso de usuarios entre unidades emisoras. Mas información en MANUAL DE USUARIO.
    • 10/08/2016.- Disponible para usuarios administradores la posibilidad de exportar a formato CSV y PDF los resultados de las búsquedas de usuarios
    • 15/12/2015.- Nueva versión de la plataforma SITE que permite recuperar las causas de devolución de anuncios a través de servicio web.
    • 15/12/2015.- Actualizada la versión del applet de firma a Miniapplet 1.3.
    • 01/09/2015.- Ejemplo de cliente Java (JAX-WS). Ver "Servicio Web de gestión de anuncios", en documentación.
    • 20/08/2015.- Disponible una nueva versión del formulario de envío de anuncios. El usuario puede proporcionar el correo electrónico en el que la unidad emisora desea recibir la información de publicación del anuncio. Además, el usuario deberá seleccionar, obligatoriamente, al menos una materia de clasificación del anuncio. Ver manual de usuario.
